Las Vegas homebuilder Paul Wagner, who was found guilty of charges related to over $18 million in mortgage fraud last fall was sentenced to 14 years in prison. I do not live in an HOA, but I've had a few litigation matters involving HOA's. In my experience, the board members are self-parodies, comical fascists who are socially inept. They are really fun to depose. Anyone who could actually do a good job on an HOA is too busy… with a real life.

I would also add that you could substitute "Neighborhood Watch Patrol" for the acronym "HOA" in your last sentence and be equally on point.
