It sounds like the NDOC is using the same decision making as car manufacturers. Is it more expensive to fix the problem than it is to pay for those that file claims due to injuries or death caused by the problem. Until it gets more expensive to pay claims, then the problem won’t get fixed.

Totally understand incarceration. But when guys with sentences of less than 36 months are being routinely murdered, something is horribly wrong.
The way we treat prisoners says a lot about our society. NDOC needs revamping. overcrowding, failure to provide medical treatment, failure to provide basic safety environment. They keep paying these huge settlements. I’d rather they fix the issues at the front end.
