Judge Higgins’ order and second order are basically admissions he doesn’t know or care to look up the law. Yeehaw
At best, he doesn't know the law. More likely, it was a strategic denial hoping to fend of camera coverage of the case. All of the information he requested in his follow up order 1) makes ridiculous assumptions, 2) is at least partially inconsistent with the SCR, and 3) has never been asked of me by any judge ever before. 3) isn't so much an issue if he'd have clearly stated what he wanted in his orders denying, but because he waited until after being sued and blasted in the press, I simply do not believe that that was all he wanted and it is more likely he thought it up in order to transition from a blatant SCR violation into an "I was just confused" situation.
