RE: ADKT 0631
This seems quite reasonable. It can be quite frustrating to litigate against self-represented parties. They gum up the process, create messes and slow things down. A more interventionist bench will improve this, although I don’t see it as actually neutral.
I have been involved in a case with such an individual for about 6-7 years now. Has been up to the NSC/CofA a few times. Still files some random BS every several months. Should be declared a vexatious litigant imho.
Jordan v. State, Dep’t of Motor Vehicles & Pub. Safety, 121 Nev. 44, 60-62, 110 P.3d 30, 42-44 (2005), abrogated on other grounds by Buzz Stew, LLC v. City of N. Las Vegas, 124 Nev. 224, 228 n.6, 181 P.3d 670, 672 n.6 (2008), sets out a four-factor analysis a district court must employ before entering a vexatious litigant order that restricts access to the courts: (1) the litigant must be afforded reasonable notice and an opportunity to oppose such an order; (2) the district court must create an adequate record for review by setting forth a list of all the cases and documents, or an explanation of the reasons, that warrant entering a restrictive order to curb repetitive or abusive litigation; (3) the district court must make substantive findings regarding the frivolous or harassing nature of the litigant’s actions; and (4) the order must be narrowly tailored to address the specific problem at hand.
It’s costly and burdensome to build that record and to obtain such an order, but it can be done.
Sure but that is not at all what this Amendment does. It goes the other way to soften the ability of the Court to help pro se’s and to cut them breaks that represented parties will not receive.
Yeah, there’s a big difference between someone trying to navigate a system they have the right to access without paying an attorney and a vexatious litigant.
Vexatious litigants should be addressed. Malicious use of the judicial system should be punished.
Simply being overwhelmed by the process is not the same thing.
This doesn’t address AI misuse and abuse by pro pers. They should be sanctioned just like lawyers are, when that even happens. They should be held accountable for the rules. And don’t say “access to justice.” The vast majority of self-reps I’ve encountered are insufferable and couldn’t get a lawyer bc of their shitty attitudes.

Can anybody access the text of the amendment to the Nevada Code of Judicial Conduct? I keep getting a “forbidden” message for the text of all ADKT Nos.
KB Homes “She says the harassment went on from June 2021 to February 2025, when she ended the relationship.” So she dated the guy for 3 years but claims it was coercive. Have to wait to see the discovery but sounds like someone sleeping there way to the top and then complaining when someone shuts off the elevator.
Cases like these are indefensible. KB will write a big check to settle a case that it should, but probably can’t, win. And your analysis of the relational dynamic seems spot on.
Depending on the facts that come out, and if KB has decent defense counsel, it can easily be defended.

Nevada Secretary of State transition from SilverFlume to Orion is going exactly as well as one would expect of Nevada government which is to say that its a disaster.
I think Cisco has done a good job on the elections side; I think the office has taken a marked step back on the corporation and commercial recordings side. My understanding was that the new website Orion was supposed to assist with protecting the integrity of corporations from malicious filings and attacks. However it is not user friendly.
I’ll never forget when he had me served with divorce papers walking out of day 1 of 3 of the bar exam, in front of everyone. Never met the man, but I can’t say I’m saddened to see his comeuppance.
I have not had time to read, but I would guess that his lengthy past record is what did it. I think he is in his 70’s. Time to hang it up anyway. I actually got along ok with Les, once I learned to take it as a given that one can’t trust a single thing he says.
He was so creepy to me one of the times he was suspended and ghost lawyering at the firm I was working at. I wouldn’t do something unethical and he tried to bully me. I was shocked when he was reinstated and haven’t been able to believe he has kept his license this long.
I think it was more about who Mitch was than who Les was. Mitch believed in giving people chances. I think at that time the suspension was related to the tax stuff and that could have been a reason not to think it affected other aspects of lawyering.
Everyone’s treating the Colorado River suit as a federal water-allocation matter. It is, at bottom, a resource-division dispute between jurisdictions who cannot agree on who gets what from a shrinking marital-type estate – which is family law, not federal reclamation law. The 1922 Compact is a property-settlement agreement, and I have, in forty years of division work, split more under-water estates than any water lawyer alive. There are four discrete billable matters embedded in that Compact alone. A serious practitioner opens a file per basin.

We need a vexatious litigant statute (or at least a court rule).
We have one. Since the emergence of ChatGPT it has been applied more frequently in my observation.
I know there’s a SCR about keeping a vexatious litigant list, but what’s the statute/rule on actually ruling them to be vexatious?
The statute I was thinking of is NRS § 155.165, but it’s limited to Title 12 and 13.
It’s mostly case law.
Jordan v. State, Dep’t of Motor Vehicles & Pub. Safety, 121 Nev. 44, 60-62, 110 P.3d 30, 42-44 (2005), abrogated on other grounds by Buzz Stew, LLC v. City of N. It is so unlikely that a Court will ever impose it, it’s generally not worth it. I did do it once, it wasn’t worth the effort.
SCR 9.5. The centralized list is at https://nvcourts.gov/aoc/administration/vexatious_litigant_list
It’s only as good as courts have been sending copies of applicable orders to the AOC.

Thank Gartner for that, they are the worst.
At least this SOS is making an attempt to improve the office and has largely done so. More than the past three holding the office.

Leslie Stovall disbarred.
Where/how do you find this?
it’s available through the Nevada supreme court’s public portal under Case No. 88997
I’m absolutely shocked. He was so honest and ethical.
I’ll never forget when he had me served with divorce papers walking out of day 1 of 3 of the bar exam, in front of everyone. Never met the man, but I can’t say I’m saddened to see his comeuppance.
He’s been skating over the edge for years. Can’t believe it has taken so long.
I have not had time to read, but I would guess that his lengthy past record is what did it. I think he is in his 70’s. Time to hang it up anyway. I actually got along ok with Les, once I learned to take it as a given that one can’t trust a single thing he says.
It was the record plus it being such a high profile case.
That is absolutely wild. Did you pass? If so, what composure on your part. If not, understandable.
Wasn’t there some public issue between him and his son, also an attorney, when they practiced together?
He was so creepy to me one of the times he was suspended and ghost lawyering at the firm I was working at. I wouldn’t do something unethical and he tried to bully me. I was shocked when he was reinstated and haven’t been able to believe he has kept his license this long.
Mitch Cobeaga tried to help him out while he was under suspension, for reasons unknown. Les is not a dumb guy, but just pathologically untrustworthy.
I think it was more about who Mitch was than who Les was. Mitch believed in giving people chances. I think at that time the suspension was related to the tax stuff and that could have been a reason not to think it affected other aspects of lawyering.
