1) If anyone deserves the death penalty, it's Mr. Harris. Regardless, it's a masive waste of time and money. It ensures multi-million dollar litigation over the next two – three decades.
2) The DA doesn't matter as long as Metro is the gatekeeper, and "it's a civil" matter seems to be the only phrase they learn in the academy.
Hell yes to #2! I had a matter where the caretakers had pushed the elderly person down the stairs days after writing themselves into a new will. When the kin tried to press charges, they said the "its a civil matter." Seriously, what the hell are they thinking?
Thirding #2, metro is part of the problem when it comes to exploitation – I've seen repeat offenders prey upon the elderly and metro still argues it is a civil matter. They need t-shirts made up or something.
Fourthing #3– We had a pro bono case where we had a senior who had the grifters who weaseled Metro to let them INTO the victim's home and then once they were in there Metro refused to remove them because it was a "Civil Matter." We got an Order from the District Court ordering them removed and directing Metro to take any and all necessary steps to remove and restrain the abusers from returning and Metro stated: "We don't remove people; that's the Constables Office" even in the face of a Court Order directing Metro to do so.
Was this before or after the Constable position was abolished? It should be all Metro now.
No, now you get bounced around to the Clark County Sheriff's Office (division) from METRO. The Sheriff took over the Constable but it is a separate division in METRO. It was better when we had the CONSTABLE'S Office.
The phrase "sounds like a civil matter" still drives me into a fit of rage. As an outsider, I have such a hard time squaring Metro's unwillingness to lift a fucking finger to prosecute legit bad guys with the over-criminalization of America narrative. Maybe Metro is kept so busy by hordes of raping murderers that they can't catch their breaths long enough to look at anything else.
