It was Judge Adair. And easily the most ridiculous statement concerning that fiasco was made by Chris Wicker, the mouthpiece of the Washoe Democratic Party:

"The fact that one judge dismissed it on a summary basis, is just one judge concluding that perhaps there was not criminal intent or who knows what went though the judge's mind," Wicker said. "But it doesn't change the fact that he was violating state law."

No kidding… after paying $0 for the past six years for my employer sponsered health plan, this year I have to pay $150 per month for the same plan (and my employer is still paying hte same amount it's always paid). Reason cited for the incresed cost of the plan, complying with the requirements of the Affordable Care Act. I don't have an extra $1,800 this year.
